Lately I've been patrolling and reverting many kinds of vandalism on multiple wikis (particularly with aid of SWViewer). However, I only have local rollback access on en.wp at the time of speaking, and whenever I attempt to revert vandalism elsewhere, the only option for me is undo, sometimes even caught by various local abuse filters (especially on wikis where I'm not even autoconfirmed). That's why I'm here to request a global rollback flag for my account: to make everything smoother for me. U.T. 12:57, 30 May 2023 (UTC)

  • Oppose Oppose - reviewed the candidate's contributions and found a couple of recent reverts that had to be undone by a local community member. Also concerned generally with a lack of horizontal experience reverting across language barriers and different project cultures. Please keep on helping and learning, and re-request in a couple months once you have more experience! – Ajraddatz (talk) 17:11, 30 May 2023 (UTC)
  • Oppose Oppose – what Ajraddatz said; low edit count (both locally on various projects and x-wiki). --SHB2000 (talk | contribs) 12:38, 31 May 2023 (UTC)
  • Thanks for your help fighting vandalism. Global rollback is for users who are „demonstrably active in cross-wiki counter-vandalism or anti-spam activities“ and „make heavy use of revert on many wikis“. In my opinion your xwiki activity / edit count [1][2] is too low to fulfil these criteria. If you have problems due to missing autoconfirmed status, User:Krinkle/Tools/Global SUL might help on many wikis which grant autopromotion a couple of days after account creation. You might also want to try TwinkleGlobal when fighting xwiki vandalism. --Johannnes89 (talk) 06:28, 1 June 2023 (UTC)
  • Oppose Oppose per Johannnes89 and Ajraddatz. --TenWhile6 (talk | SWMT) 10:09, 1 June 2023 (UTC)

Not done Closing early, as the request is unlikely to pass at this point. Unite together, thank you for volunteering. Please feel free to re-apply once the concerns raised above are resolved! --Martin Urbanec (talk) 10:18, 1 June 2023 (UTC)

Hello. I need global rollback permissions. Because I use SWviewer to patrol cross-wikis and sometimes the local abuse-filter would not allow me to operation. I confirmed the Global rollback policy. Thank.--USSR-Slav (СССР-Слав) (talk) 06:45, 5 June 2023 (UTC)

Hello, I am here to request permission of global rollback. I am patolling and reverting cross-wiki vandalisms by SWViewers mainly, but sometimes I manually undo vandalisms at mobile device. If I have global rollback right, I think I will deal with cross-wiki vandalism more effectively. I confirmed global rollback policy and local policies related to global rollback, too. Hello,

I am uncertain of the appropriate words to express my concerns, but Arabic Wikipedia is facing a unique form of vandalism.

1- There are numerous short articles that fail to meet the requirements and lack accurate information. 2- Administrators and editors enforce their own policies instead of adhering to Wikipedia's policies. For instance, an administrator published an article about themselves despite having no notable achievements or being a public figure. Is this reasonable? Is this the policy of Arabic Wikipedia? 3- A significant percentage of editors on Arabic Wikipedia have ceased their activities, and some of them procrastinate in reviewing new articles or delete articles that comply with Arabic Wikipedia's policies. 4- Certain editors deliberately target new users and label them as vandals or place them on a blacklist.

I am one of the experienced contributors on Wikipedia. I have participated in numerous projects and written several Arabic articles. However, I consistently face harassment from editors or administrators who arbitrarily delete my account without any valid reason for over 5 years. Consequently, I create a new account on Arabic Wikipedia each time.

My edits are routinely canceled without any explanation. Even when my articles meet the requirements, an editor deletes them. I request their restoration, but recently I was banned from editing for two weeks. Despite contacting the "user verifier" who banned me, I did not receive any response, despite their activity on the site. Many new users submit requests or inquiries, but the majority of them are left unanswered, gradually reducing the overall level of contribution.

There exists a lengthy list of articles in need of review, consisting of new articles. However, some editors choose articles based on personal preferences rather than adhering to Arabic Wikipedia's policies.

Arabic Wikipedia does not solely belong to editors or administrators. It is a shared platform for all contributors who publish and contribute in accordance with its policies.

As a contributor to Arabic Wikipedia, I hold a deep appreciation for it. I am a writer on Arabic Wikipedia. My aspiration is for Wikipedia to become a reliable source of information. Therefore, I kindly request permission to continue my editing tasks and to be safeguarded against deletion, removal, or banning, so that I may contribute to the best of my abilities. Thank you.

Hello everyone, I'm Johannes, a global rollbacker and sysop on dewiki & Meta. I would like to apply for GS to deal more effectively with xwiki spam & vandalism, which is what most of my activities outside my homewiki are focused on. I'm familiar with the global sysops policy and the global rights policies and have 2FA activated. Thanks for your consideration, I'm looking forward to your feedback. --Johannnes89 (talk) 20:27, 13 June 2023 (UTC)

Hello there! I am here to request global rename permissions. I would like to support other global renamers, especially Polish ones (there are only 3 + steward and in fact 2 of them are active), as one of us recently lost these permissions. I have read the global rename policy, I can also assure you of my activity in using these permissions. I am a sysop on plwiki and a rollbacker on several wikis. Global rename for מקף

Shalom,

I'm interested in helping rename mostly in the Hebrew language, like requests that come from HeWiki (I'm very familiar with the local rules).

In addition, I often monitor registrations of problematic usernames, and if the permission is granted I can also track and accompany them through the process more effectively.

I'm a sysop on HeWiki and an importer on HeWikinews, and have enabled 2FA (And I even wrote this guide to encourage its use).

Thank you all, —מקף (Hyphen) 02:54, 23 May 2023 (UTC)

Global rename for Gadir

Hello all. I am active and experienced editor. I am contribute on Azerbaijani Wikipedia. There is a related request page in the local. I can look at user's requests like an experienced user. Thanks. Best regards, Gadir (talk) 07:12, 26 May 2023 (UTC)

  • Oppose Oppose. Relatively low edit count; not a sysop on any wiki. Given that renamer rights requires a lot of trust, I'm a bit reluctant to support, especially when the user has not demonstrated an understanding of what global renamer rights are even for. --SHB2000 (talk | contribs) 07:43, 26 May 2023 (UTC)
Hello. As I said, I am contribute on Azerbaijani Wikipedia. I know what it is. Is it necessary to be a sysop? Thank you. Gadir (talk) 07:53, 26 May 2023 (UTC)
It's not a requirement; holding sysop rights, however, is a sign of trust (not that I don't trust you – it just elevates the level of trust, which is high for GR). --SHB2000 (talk | contribs) 10:56, 26 May 2023 (UTC)
Yes, I understand you, you are right. I respect your opinion, I left a note about it below. You can look. Gadir (talk) 11:01, 26 May 2023 (UTC)
Not a problem. In saying that, though, if you think you have the necessary experience required to be a sysop on azwiki, by all means nominate yourself! I know that edit count isn't a factor alone in determining whether a candidate is suitable for adminship or not, but I became an admin on my home wiki when my account only had more than a mere 11,000 (local) edits and a few months old. Given you've been a user on azwiki since Jul 2017 with over 27,000 edits, by all means, give it a shot if you think you're capable of being an admin. SHB2000 (talk | contribs) 11:15, 26 May 2023 (UTC)
I'm not thinking about it at the moment, but I'm thinking of doing it and I will. Thank you for your valuable advice. Gadir (talk) 11:20, 26 May 2023 (UTC)
  • @Gadir:, the az.wiki local page seems to be rarely used. How do you plan to use the right in this case? Also, is there a reason on why you're not a sysop? Leaderboard (talk) 09:54, 26 May 2023 (UTC)
@Leaderboard, as you can see from the contribution profile, I am active and experienced. Actually requests not little (for example). and current requests still on hold. Just because some users don't know and I'm going to help them with that. For example, if they register with an inappropriate username, I will encourage them to change their name. Like this. I can also take a look at general requests. I want to help generally and I can this. No particular reason for sysop. I think for sysop. I have enough experience for this. Thanks for your attention. Regards, Gadir (talk) 10:44, 26 May 2023 (UTC)
@Gadir:, do you intend to process requests from non-az.wiki users? Leaderboard (talk) 17:31, 26 May 2023 (UTC)
Yes, I can this. I know Global username policy. Gadir (talk) 04:09, 27 May 2023 (UTC)
  • Support Support experienced user, Thanks for volunteering. DreamRimmer (talk) 12:52, 26 May 2023 (UTC)
  • Question Question: it seems like you have been involved in some conflict recently [9] and there are a couple of recent blocks at azwiki [10]. Are these issues resolved? Do you think your community would support you in becoming a renamer? --Johannnes89 (talk) 09:12, 27 May 2023 (UTC)
Hello. Thank you for your comment. That's another matter, but as you can see, most of them are blocks applied by the same person. Is this normal situation? Yes, the last issue has been resolved and the block has been removed and with @Xeyal (After making a request to the Meta). The blocking was not correct, yet we were blocked for days. Other users have confirmed that it is not true. So there is no problem, you can get the opinion of the community about me. I have no problems or objections. I am a trusted user, I am already in many user groups local for a long time. Everyone knows that I am a bona fide user. Regards, Gadir (talk) 09:40, 27 May 2023 (UTC)

  • Oppose Oppose per above. Not a sysop on any project, azwiki rename page is essentially never used, no obvious need for the right -FASTILY 05:10, 30 May 2023 (UTC)
Hi. It's really needed. I explained how to use it above. You can check the local request page and current requests. It's not necessary to be sysop, but I understand. Thx. Gadir (talk) 09:56, 30 May 2023 (UTC)
@Vermont, hello. It is true for the user to draw lines above the messages of people who support me? I invited them per request. And they supported me. Gadir (talk) 10:05, 30 May 2023 (UTC)
It's not a problem, per se, but they should be signing these comments. Canvassing isn't a thing on Meta-Wiki like it is on many other projects: if there's a global right or request which is needed locally, canvassing is going to happen in asking users to come here and show that the request or right is needed locally. It can still be helpful to see which users found this organically and which were asked to participate, however. Best regards, Vermont (🐿️🏳️‍🌈) 15:27, 30 May 2023 (UTC)
  • Oppose Oppose - Not particularly comfortable with this one. The advertisement of this discussion on the homewiki suggests a lack of knowledge of best practices across Wikimedia, and since this is a global user right that knowledge base is important to have. Also difficult to evaluate the candidate's trustworthiness without holding local admin rights or being very involved in the rename process in a clerk/helper type role. – Ajraddatz (talk) 17:14, 30 May 2023 (UTC)
  • Support Support Trusted user. AlPaD (talk) 11:14, 31 May 2023 (UTC)
  • Support Support as a borderline applicant. You clearly have the experience, but for whatever reason don't have sysop. That in itself doesn't disqualify an applicant. The canvassing was unnecessary and regrettable, but it's clear to me that was done in good-faith and without malice. Global renamer is that rather odd role where it's tricky to force people to have "knowledge of best practices across Wikimedia" (quoting Ajraddatz) - not only would one not be seeing this statement from an en.wiki or similarly large wiki - Gadir's mistakes are relatively benign and can be easily fixed. Hence you're getting my support. Leaderboard (talk) 08:56, 1 June 2023 (UTC)
  • Neutral Neutral --TenWhile6 (talk | SWMT) 10:28, 1 June 2023 (UTC)
  • Weak oppose because this user has solid experiences but there is a problem Syunsyunminmin told. I took a same mistook (I mentioned specific users on multiple topics) in the past, and I was warned. Also, his block log is not pure white, so I use this polling template. --Tmv (talk) 14:33, 1 June 2023 (UTC)
@Tmv, hello. There is no problem but as I stated I wasn't going to invite anyone but based on the comment above I did it for good intent. And users did not object either. I can share detailed information about the blocks. As you can see, the blocks were applied by the same user. This is not normal. I even reported to the latest Meta and solved. Best regards, Gadir (talk) 15:00, 1 June 2023 (UTC)
@Gadir hi, and yes, I believe you didn't maliciously do it (and I have a similar experience). Still, you shouldn't have invited particuler local users. While this might sound severe, I think it's important to note this point when strong power is concerned. --Tmv (talk) 11:23, 2 June 2023 (UTC)
  • Oppose Oppose He is an active user, but he made a wrong name in Azwiki several times and the rights were taken from him some time ago. Wealszy (talk) 12:30, 2 June 2023 (UTC)
@Wealszy:, what "wrong name" did he make, and which "rights" were taken away from him and when? Leaderboard (talk) 04:32, 3 June 2023 (UTC)
@Leaderboard:, He made this and that wrong name mover.Page mover, file mover permissions have been taken from it. Wealszy (talk) 07:16, 3 June 2023 (UTC)
Hello, @Leaderboard. As you can see the changes from 2 years ago. And it's not wrong, I just didn't give a reason. I now have page and file renamer rights. You can check. But do you think this has anything to do with the global rename user right? Best regards, Gadir (talk) 08:26, 3 June 2023 (UTC)
@Wealszy:, what do you think of Gadir's response? Leaderboard (talk) 19:31, 3 June 2023 (UTC)

No consensus to promote. Gadir, do not be discouraged and try again later. Thank you for volunteering. --Mykola 01:03, 10 June 2023 (UTC)

Global IP block exempt for New editors

Greetings, I am a Wikimedia projects editor, a recruiter and trainer for new editors. IP blocks on all wikis are affecting new community members, hindering their contributions. Despite their IP not being an open proxy, the blocks still affect them. We had an event over the weekend and all new editors were eager to have their first but were unable due to IP blocks. I kindly request Global IP block exemptions for participants on the outreach dashboard. You can find the event dashboard here. Thank you -- Robertjamal12 ~🔔 14:49, 26 June 2023 (UTC)

@Robertjamal12 this likely isn't the best avenue to move forward, but there may some options. What was the nature of the IP block you ran in to? Was it global, local, both? What is the current reason for the block? Can you share the block details? Is this even only working with one project (for example, the English Wikipedia)? — xaosflux Talk 15:53, 26 June 2023 (UTC)
I will have to second Xaosflux's request. The biggest problem we will hit here, as global IPBE doesn't override local blocks. -- Amanda (she/her) 04:22, 27 June 2023 (UTC)
Hello,@Xaosflux. I appreciate your response. The nature of the block, reason and details has been the same for a while now. As a Wikimedian trainer in the Sub-Saharan region, Most editors (both new and old) in this Region have been facing a consistent IP block for almost a year now from ST47proxybot , which aligns with the issue discussed in this conversation here regarding unfair blocking on the English Wikipedia related to the "No open proxies" policy. The Wikimedia project involved here is the English Wikipedia. This problem affects both new and sometimes even old editors, as they are unable to create accounts or edit after creating them due to IP blocks. Despite their IP addresses not being open proxies, this situation prompted me to request IP block exemptions here. Thank you .-- Robertjamal12 ~🔔 05:37, 27 June 2023 (UTC)
As I mentioned above, and as you confirmed via mentioning ST47ProxyBot, is that these are local blocks. The exemptions we provide don't affect the local English Wikipedia local blocks. They only deal with the global ones. Unless it's a global block you are facing, we can't be of assistance. -- Amanda (she/her) 05:54, 27 June 2023 (UTC)
Okay noted and thank you -- Robertjamal12 ~🔔 06:21, 27 June 2023 (UTC)
@Robertjamal12: closing this one. As these are local blocks, there are a few local options that project could do: they could remove the block, they could adjust it to not affect logged in users, they could exempt people. You will need to follow up on that project. — xaosflux Talk 09:45, 27 June 2023 (UTC)

Global IP block exempt for Endermoongame

I am from the People's Republic of China, where, as stewards may know, access to virtually all Wikimedia projects has been blocked. While I have been granted local IP block exempt on Chinese Wikipedia, I would like to contribute to other Wikimedia projects such as Wiktionary and Wikidata as well, so a global IP block exempt would be really helpful. Thanks. --Endermoongame (talk) 23:57, 23 May 2023 (UTC)

Global IP block exempt for Huggums537

Hi. I edit English Wikipedia and Commons plus a couple others now and again. My concerns are security and privacy. The Wikimedia sites are the only ones that make me turn off my VPNs or use non privacy-masking browsers (such as TOR etc.). I have two lengthy blocks on my record, but both of those blocks required a standard checkuser investigation, and no evidence of sockpuppeting has ever been found because it is just something I don't do. I've been back in good standing for probably at least two years now, and I made good on my promise to create a new article (2 of them now in fact). Also, if it helps, I did gain additional user rights after my unblock so this should promote the idea I can be a trusted user. I promise to use the exemption responsibly as a show of my gratitude for my continuous security to be enabled. I have also requested the exemption via email at the local level on English Wikipedia, but want to cover my bases for other places I might edit as well. Thanks. Huggums537 (talk) 10:00, 9 May 2023 (UTC) Updated on 10:28, 9 May 2023 (UTC) Updated again on 21:36, 9 May 2023 (UTC) Updated one final time on 21:44, 9 May 2023 (UTC)

Given the block history mentioned, I would be most comfortable moving forward here after the local IP block exemption flag is granted (and you are likely to encounter local blocks not covered by GIPBE anyway). --Base (talk) 10:05, 15 May 2023 (UTC)
Sure. Thanks for responding. I'm still waiting for a reply from my local CU's, and I believe many of them are familiar with my unblocking situation as well so I agree they will be best to grant exemption first also. Thanks. Huggums537 (talk) 14:24, 15 May 2023 (UTC)
@Base, how long should we wait to hear from my local CU's, and how long do these requests usually stay open here? I've seen a couple that have been on here since mid-late April, but I have no idea how long the backlog is on my local CU's list because we send in emails for the request or use this "UTRS" ticketing/server system that normal users aren't able to see. I'd like to keep this open until hearing from them since I have linked to this discussion as part of my request to my local CU's, and I'd like to keep them in the loop without breaking any chains if possible. Huggums537 (talk) 02:58, 18 May 2023 (UTC)
Huggums537, most requests don't take very long, but most requests aren't like yours.
Security/privacy exemptions from the no open proxies policy are generally limited to users who seek security from external actors, such as governments...not for privacy from the website you're accessing, i.e., Wikimedia projects. Our anti-abuse mechanisms are heavily reliant on IP information, and we try to avoid granting IPBE except when it is necessary to allow people to safely edit. This is especially important when there have been concerns about a user's behavior, as you note with your home wiki block log.
Most VPNs allow some sort of split tunneling, which would allow you to continue to use a VPN on other sites/applications while connecting to Wikimedia projects normally. I hope this helps. Best, Vermont (🐿️🏳️‍🌈) 22:47, 21 May 2023 (UTC)
Thanks for the reply. VPN is not my only means of privacy/security. TOR and other proxy based privacy browsers I use do not offer split tunneling. Also, split tunneling doesn't help me since I use these privacy/security features to seek security and privacy from outside actors who could also follow me to websites I'm accessing such as Wikimedia projects, thus the reasoning for my request. As for my blocks, I never should have even mentioned those, and only did so to show honestly about my past. I see no rational explanation for you saying anything about it being a "behavioral concern" because if there were any truth to that I should never have been unblocked in the first place considering blocks are supposed to be preventative of any behavioral concerns, not punitive behavior assessments against users to follow them around for the rest of their lives... Huggums537 (talk) 23:18, 21 May 2023 (UTC)
I understand general concerns about security, but you haven't articulated a reason for why your usage of Wikipedia needs to be anonymous, i.e., warrants an exemption from the no open proxies policy. Vermont (🐿️🏳️‍🌈) 23:41, 21 May 2023 (UTC)
I have, but you seem to be wanting [even more] specifics, and that would make for very bad privacy/security use on a public forum. [In other words, I have already mentioned concerns about someone following me...] Huggums537 (talk) 23:46, 21 May 2023 (UTC) Updated on 23:49, 21 May 2023 (UTC) Updated again on 23:53, 21 May 2023 (UTC)
If it helps anyone to make a decision on the matter, I can let you know (without giving too many personal details) it has been a situation serious enough to warrant me reporting the matter to law enforcement authorties, the FTC, the IRS, my local state employment agency, and having a credit freeze done on my credit reports. I think if my situation warrants all that, it warrants an exemption from this open proxies policy. Huggums537 (talk) 02:41, 22 May 2023 (UTC)
I just want to avoid trading all my personal information for something it will cost you all nothing to trust me with since the worst possible thing I could ever do with it is get myself blocked again. Huggums537 (talk) 03:06, 22 May 2023 (UTC)
It doesn't cost anything to restore vandalized pages, or block users who abuse this privilege, but it could end up costing me everything the longer I'm vulnerable on these sites... Huggums537 (talk) 05:05, 22 May 2023 (UTC)
One more thing I forgot to mention is that another reason the split tunneling does not help me is because it is a requirement for my employment that I must travel, and connecting to public Wifi is a security/privacy risk that split tunneling does not protect me from to allow me to safely edit since the features of my current VPN don't allow that. Huggums537 (talk) 22:27, 22 May 2023 (UTC)
Employment requiring a VPN on public wifi is usually sufficient in my book. For the future, we usually handle these via email (stewards(_AT_)wikimedia.org). There is never any requirement to discuss privacy matters publicly.
I will note that global IPBE won't allow you to edit with a VPN on your home project, the English Wikipedia...it'd exempt you from global blocks, but you'd also need local IPBE, as enwiki blocks proxies locally. Similar to Base's comment above, I'd be okay granting gIPBE after local IPBE is granted. Best regards, Vermont (🐿️🏳️‍🌈) 03:10, 30 May 2023 (UTC)
@Vermont, thank you. I just now saw this. I'm waiting for a second response from my local Wiki team. Huggums537 (talk) 19:30, 9 June 2023 (UTC)
I'll keep you posted as soon as I hear back from them again. Thanks. Huggums537 (talk) 19:31, 9 June 2023 (UTC)
Closing as about a month old now. -- Amanda (she/her) 04:22, 27 June 2023 (UTC)
@AmandaNP, per this conversation, I should have an open ticket somewhere on my home Wiki that someone might be willing to look into. I forgot to make an update on the situation over here about it. Sorry about that. Huggums537 (talk) 11:59, 27 June 2023 (UTC)

Hi MTRIProd, is there any particular reason why you need to use a VPN to access and edit wiki*?--Wim b 15:19, 7 June 2023 (UTC)
@Wim b I regularly use Kali Linux on VMWare and because I need to keep my personal information secure, I have to use a VPN to access the Wiki. That could cause my IP to coincide with the blocked IP. Đỗ Trí ✓ (talk) 15:28, 7 June 2023 (UTC)
