Rather than list quotes expressing the same basic sentiment, I think it'd be better to just list which Foreign Ministries sent condemnation and condolences.   Done The OP was referring to the lead of this article, which stated 136 were killed in the Paris attacks. We generally exclude terrorists/mass murderers from the death tolls associated with their acts. 129 were killed (excluding the terrorists), and this is the figure that should appear in the lead here. It may feel nice to treat dead perps differently, but if we're trying to write an objective encyclopedia, we sometimes must sacrifice what feels better for what actually (or at least verifiably) happened.
