Ciolacu, sodalis factionis PSD ab anno 1990, inter alia annis 2008 - 2012 primarius vivarius urbis Buzău. Anno 2012 legatus ad Cameram Legatorum Romaniae electus est et ad hunc diem manet. Die 29 Iunii 2017 primus minister vicarius in consilio ministrorum Michaelis Tudose nominatus est[1]. Die 5 Septembis eiusdem anni etiam pro tempore minister munitionis nominatus est, postquam Hadrianus Ţuţuianu ab hoc officio se recessit, quod pecunia ad stipendia militibus distribuenda non iam suppetebat[2]. Die 12 Septembris Michael Viorel Fifor novus minister munitionis nominatus est[3]. Postquam Livius Dragnea praeses Camerae Legatorum iudicatus et incarceratus est, Ciolacu eius successor electus est[4].Postquam mense Novembri 2019 Viorica Dăncilă et magistratum primi ministri et electionem praesidis contra Nicolaum Iohannis perdidit, se a magistratu praesidis factionis recessit atque Ioannes Marcellus Ciolacu novus praeses factionis nominabatur[5].

Ciolacu uxorem duxit atque filium habet.
