Pemprov stands for Pemerintah Provinsi, Provincial Government; in complete translation of above: The Communication, Informatics, and Statistics Service of the Jakarta Capital Special Region (Daerah Khusus Ibukota, DKI) Provincial Government. Perhaps template hasn't been updated simply because article 43e hasn't changed. What I read is "There shall be no infringement of Copyright for (...) publication and/or reproduction of anything which is published by and/or behalf of the Government, except if the Copyright is declared to be protected by law or regulation or by statement on the work itself or at the time the work is published." --Patrick Rogel (talk) 17:48, 29 January 2019 (UTC)[reply]
The copyright you used as the reason to delete is the copyright for the website (design(s)), not the picture itself. The picture was never copyrighted. Besides if you use the copyright below the homepage, then practically all uploaded from every (yadda).go.id simply illegal in your logic. Try setkab.go.id and setneg.go.id. Both central (federal) government's website, and both bear the copyright. It is fine all along.
