the author is Government of Pakistan and government of Pakistan has not provided the permission to license the photos under CC. thought I am not sure if the copyright expired or not. Saqib (talk) 15:36, 4 October 2016 (UTC)
- The file was not uploaded with a CC license tag. If licensing is an issue, please add the correct license tag. The image can be kept for historic significance to the article on Pakistani passport. Venudxb (talk) 15:53, 4 October 2016 (UTC)

Kept: "Copyright in a Government work shall, where Government is the first owner of the copyright therein, subsist until fifty years from the beginning of the calendar year next following the year in which the work is first published."
