First of all I would like to apologize Contributers2020 as we got off on the wrong foot. I was unable to reply in time yesterday, but I would like to make it clear that I always welcome inquiry and debate. I wanted to explain that I did not view this complaint as an OTRS issue (as permission was not the issue - rather whether I had the right to re-release the material as CC BY-SA 4.0) - and I wanted to help form the complaint correctly so it would get the appropriate forum.
 Oppose - Regarding this image, I released it under CC BY-SA 4.0 after retouching the public domain base material (available here) for this particular image no other usable version exists as none was ever prepared by NASA, as is the case for most of their images. I released it as CC BY-SA 4.0 to ensure contribution for Commons (the only place I upload these retouched images) and to ensure no commercial exploitation of the images would occur in the future. Should the community find that I have acted wrongfully I am more than happy to change the images to CC-0 or PD. Askeuhd (talk) 06:43, 7 August 2021 (UTC)[reply]
Thanks for your apology Askeuhd. I appreciate your gesture. Now, what am I trying to tell is this picture is in public domain; I agree it completely. But, the reason I was asking OTRS because you have retouched or not, the picture would depict the same as it is. That means the author is NASA only, not you. Hello again Contributers2020. I would like to make it clear that I understand the point you are trying to make, but that I disagree. Indicating NASA as the author of this image would be false, as I created this image. NASA created the source material for this image, and I used that source material to create this more useful version. If I indicated NASA as the author, what would be the source? This particular image is not available at any NASA source, as NASA did not create it. If the community insisits this image should by CC-0 or PD, I am fine with that, as per my intentions with CC BY-SA 4.0 above. However the image is clearly indicated as retouched, using the {{Retouched picture}} template, which indicates the source material used for this version of the image. --Askeuhd (talk) 15:47, 12 August 2021 (UTC)[reply]
 Keep. I see no reason to delete this image. A derivative work based on a work in the public domain does not require it to be shared under the same license. That is, there is no need to publish this image in the public domain, the current license is correct. Also, the original author of original work in the public domain does not need to be incorporated into the derivative work unless that person is also the author of the new material. However, I somewhat agree with that the source is kind of incomplete, it is not a own work per se, but a derivative work. I'm not sure if {{Retouched picture}} is enough, but there are several ways to mark the origin of the work. Maybe the {{Own based}} template in source parameter could help (something like {{own based|STS061-96-052 - Story Musgrave on RMS during STS-61 (Raw scan).tif|by=[[NASA]]}}).
