See also - another deletion request for Patches of Soviet manned space missions - there was not any special patch before en:Apollo–Soyuz progamm (see for example https://web.archive.org/web/20120922000810/http://www.novosti-kosmonavtiki.ru/content/numbers/213/47.shtml). After that and until en:Soyuz TM-12 "Juno" flight (1992) mission patches had been designed only for international missions. Soviet only mission had just general patches - like COA or flag of USSR, or logo of en:NPP Zvezda, and etc. These files are more like usual badges/pins for commercial sale to citizens. The problem is not the descriptions of files. The problem is license of files. They are not free. These files are not PD-RU-exempt or they are COM:DW from files/works, which are not PD-RU-exempt. Alex Spade (talk) 08:12, 18 September 2017 (UTC)[reply]
Then why the reason for the nomination is "There was not any official patch before Soyuz-Apollo program."?
And, since these files are very widely used, it would be, so to say, polite to start a discussion at space-related portal/project pages (at least in Russian and English Wikipedias) instead of just nominating them here for deletion. — Mikhail Ryazanov (talk) 09:41, 18 September 2017 (UTC)[reply]
Only official signs can be {{PD-RU-exempt}} (tag used for files under discussion).

Commons:Precautionary principle - it is unimportant, who has fabricated/created and/or uploaded unofficial signs but have marked them as official signs (as {{PD-RU-exempt}}). So, we do not have to prove non-free status of these works, but we have to proved free status (the official status in these cases). Several sources about history of the Soviet space missions (one of them I have mentioned above) confirm that 1st official patch had been created for en:Apollo–Soyuz program, not early. After that and until en:Soyuz TM-12 "Juno" flight (1992) mission patches had been designed only for international missions. So these works are not {{PD-RU-exempt}} or based on works, which are not {{PD-RU-exempt}}. Alex Spade (talk) 08:37, 19 September 2017 (UTC)[reply]
