Unlikely to be own work: small/inconsistent resolutions, missing/inconsistent EXIF, multiple authors involved but all licensed arbitrarily to be "own works". All files uploaded since 2008 and are (mostly) related to pt:Quissamã, a Brazilian municipality. Most (if not all) uploads are mirrored on uploaders Panoramio http://www.panoramio.com/user/1034442 which is CC BY-NC-SA 3.0 (mostly ignoring the credits for the original photographers). Considering:

Multiple copyright issues to solve and multiple permissions needed.

 Info Sockpuppet involved. Per this request from 2008 ptwiki user Quissamã requested a user name change to "Zephynelsson Von" who in Commons is notorious for Commons:Deletion requests/Files uploaded by Zephynelsson Von and the red links flooded upload log. Note, that in the mass DR files from "Paulo Noronha" (see above) were also affected.
