[edit]Apparent COM:LL. The GWOIA license applies only to works for which the government itself is the author, not to others' works merely used (e.g., as fair use) in an article on a government site. This image appeared on a number of news sites (e.g., here. here, etc.) prior its appearance on the source site (www.roc-taiwan.org), and in higher resolution (e.g., here). Those sites credit "Sanlit TV." At minimum a COM:PRP issue.
