There is no freedom of panorama in Ukraine, per COM:FOP Ukraine. The architect, Топуз Генріх Володимирович, died 1999. So the building is copyrighted until the end of 2069, these images of interior and exterior can be undeleted in 2070.

First 4 photos were made during current events and fall under law exception, see Commons:Deletion requests/File:Odessa International Film Festival 2015 - Festival Palace.jpg - kept.--Anatoliy (talk) 17:43, 24 October 2021 (UTC)[reply]
Imho that is a kind of press exemption, and not valid in general, for instance after 10 years... In addition, the communication has a 'mandatory indication of the author's name" (as stated in COM:FOP Ukraine. And that was not done in these uploads. Elly (talk) 18:01, 24 October 2021 (UTC)[reply]
I added the authors to comply with the law. Also, nothing in the law says that this exemption applies only to "press" or within a certain time period:

..it shall be permitted without the consent of the author (or other copyright holder) and with mandatory indication of the author's name and of the source of borrowing: ... to reproduce, in order to highlight current events by means of photography or cinematography, to carry out public notification or other public communication of the works seen or heard in the course of such events to the extent justified by the informational purpose

I believe, the exemptions is clearly valid in this case, as we were covering the film festival, not the building itself. --Amakuha (talk) 07:10, 25 October 2021 (UTC)[reply]
How can we interprete the sentence "in order to highlight current events" if somebody uses this image on a general website or Wikipedia article about buildings for instance. This does not comply with our licensing policy imho. Elly (talk) 09:53, 25 October 2021 (UTC)[reply]
My point is, Ukrainian law allows these photos to be used by Wikipedia. Therefore, I don't see a reason to delete them.
If you are concerned that somebody might copy it from Commons and use inappropriately, we can add an additional disclaimer mentioning those additional restrictions. (Just like we have photos and images of logos, which definitely don't comply with CC BY-SA.) --Amakuha (talk) 16:39, 11 November 2021 (UTC)[reply]
As I nominated these files for deletion, could another admin please consider the discussion and close this old DR, for instance @Rubin16: , thanks, Ellywa (talk) 15:48, 7 May 2022 (UTC)[reply]
