There is no commercial freedom of panorama in Ukraine. According to this site, it was unveiled in 1964 and authored by sculptors M. K. Vronsky and O. P. Oliynyk and architect V. G. Gnezdilov. Even if the monument falls public domain in Ukraine, U.S. copyright still needs to be taken account (courtesy of COM:URAA), since Ukraine has no commercial freedom of panorama.
