Rationale

• Reason: The second account has been created with the sole purpose of reuploading File:A Moftizadeh.jpg, which had been deleted several times (also as File:Moftizadeh.jpg, uploaded by the first account). I am 99% sure that I had already seen this same picture in a set of deleted contributions by another user, so I think there is at least one more account (probably inactive now).
