W. T. BOST who served as North Carolinas third commissioner of publicwelfare from the time of her appointment by the board on April1, 1930, until her retirement on May 30, 1944. CONSTITUTIONAL MANDATE Beneficent provision for the poor, the unfortunate, andorphan, being one of the first duties of a civilized andChristian State, the General Assembly shall, at its first ses-sion, appoint and define the duties of a Board of PublicCharities, to whom shall be entrusted the supervision of allcharitable and penal state institutions, and who shall an-nually report to the Governor upon their condition withsuggestions for their improvement. INTRODUCTION After two and one-half years of war North Carolina is oncemore, in the light of current world military events, approachingthe point where it can look forward to peace-time activities andconcentration upon the needs of civilian life. During the bien-nium the war contributed new problems and duties to the workof welfare agencies, increased the emphasis needed for someprograms, and at the same time reduced the pressures of someother responsibilities. Two years ago no one could forsee the possibilities of the armedconflict nor how soon the nations efforts would start its armieson the path to victory. Two years ago the state was developingplans for evacuation of its citizens in certain areas in the eventof enemy invasion and was calling upon its citizens for off-dutyhours of training in civilian protection to supplement the manyforms of military protection.
