10) County boards of public welfare may establish local policies inkeeping with the state assistance plan for establishing need anddetermining payments. Such policies must be in writing and acopy filed with the director of public assistance. Members ofthe county welfare staff should also be provided with copies. (11) The director of public assistance, with the approval of the Com-missioner of Public Welfare, is authorized to provide the countysuperintendents of public welfare and the county boards ofpublic welfare with the necessary, practical instructions andguides in keeping with these principles, rules and regulationsadopted by the state board, and the provisions of the state oldage assistance and aid to dependent children acts to the end thatpublic assistance may be administered in a fair and equitablemanner in each county of the state.
