Donner served as [[Scientific Council for Government Policy|Director of the Scientific Council for Government Policy]] from 1 January 1993 until 22 December 1997 when he became a [[Council of State (Netherlands)|Member of the Council of State]]. After the [[Dutch general election, 2002|election of 2002]] Donner was asked to become [[Formateur|informateur]] for the next cabinet.
