I'm not entirely sure that there's a specific policy that matches here, but I think that you should think long and hard about whether this looks like a regular Wikipedia article. Hopefully I don't have to go into specifically why this was rejected, but I don't think that we want to hear that he bought an xBox in the 2000s, won some races on the xBox platform, which, by the way, I'm sure other people have done. Also, those quotes... are... Well, okay, we get it. This guy hates Jake so much to the point that he decides to give him the extremely rare profanity of "Fuck you." TLDR; just read it and other Wikipedia articles and you should see why it failed.
