Damos Dumoli Agusman (born 4 August 1963) is an Indonesian diplomat and Director General for International Law and Treaties of the Ministry of Foreign Affairs of Indonesia in the Working Cabinet.

Early life

Born in Aceh, Damos was graduated from Faculty of Law in Indonesia in 1987 and writing a thesis with the topic: “The Law of Treaties concluded by International Organizations”. He acquired his postgraduate (master) degree at the University of Hull in 1991 with the thesis: “The Legal Personality of ASEAN and its Treaty Making Power” . His persistent interest on treaties continues and brought him to complete his Doctoral degree at Goethe University of Frankfurt, Germany in 2014 with a grade “magna cum laude”, after defending his Dissertation “The Legal Status of Treaties under Indonesian Law: A Comparative Study of China, South Africa, Germany and the Netherlands”.

Career

Damos joins the Ministry of Foreign Affairs of Indonesia in 1988 and since 2005 he was charged as the Director for the Law of Treaties with the Ministry who takes care of all treaties concluded by Indonesia, on how they are prepared, concluded, and then implemented in the domestic level. As handling treaties was his official and daily job, he had and continued to carry out a very extensive research on this particular issue in Indonesia and found out that the Indonesian legal system has not yet provided adequate legal basis for the status of treaties bound by it. He is persistently pursuing and expanding his knowledge with the main objective inter alia to develop a set of constitutional legal provisions, doctrines and approaches concerning the constitutional status of treaties, which are still unavailable so far in the Indonesian legal system.

From 1993 to 1997 he was assigned as the Second Secretary to the Indonesian Embassy in the Hague, the Netherlands, during which he was able to attend the Hague Academy of International Law in 1994. From 2000-2004 he was assigned as Counsellor at the Indonesian Permanent Representative to the United Nations in Vienna. During the tenure, he was officially registered with the University of Vienna, Austria for the PhD Program. He was not able to complete the PhD Program with the University of Vienna because the Government called and promoted him as the Director for Treaties at the Ministry of Foreign Affairs since 2004 until 2011.

His practical experiences with treaty matters and his intensive engagement as representative of Indonesia in many bilateral and multilateral diplomatic conferences have successfully led him to write an academic book: Hukum Perjanjian Internasional, Teori dan Praktek Indonesia, Refika Aditama, Bandung 2010 (The Law of Treaties, Theory and Practices of Indonesia). His recent book in English on “Treaties under Indonesian Law” will be published in 2014.

From 2010 to 2014 he is assigned as the Consul General of the Republic of Indonesia in Frankfurt, Germany. He is currently Director General for International Law and Treaties of the Ministry of Foreign Affairs of Indonesia
