This is a list of known military aid, that has and will be provided to Ukraine during the Russo-Ukrainian War. This list includes donated equipment, training, intelligence, logistical support as well as financial support to Ukrainian government unless earmarked for humanitarian purposes. In total aid (military, financial and humanitarian combined), the European Union and its countries have provided the most to Ukraine, whereas the United States has by far provided the most in military aid.[1][2] The Kiel Institute has tracked €108.8 billion from 46 countries in financial, humanitarian, and military aid, from 24 January to 20 November 2022. Out of that €108.8 billion, €51.8 billion came from the European Union and €47.8 billion from the United States, with most of the remaining coming from the United Kingdom, Canada and Norway, and significant but smaller amounts from several other countries.[1][2]

In military aid, the United States has provided more than every other country combined.[1][2] Some NATO countries and allies, such as Germany and Sweden, have reversed past policies against providing offensive military aid in order to support Ukraine, while the European Union for the first time in its history supplied lethal arms through its institutions.[3][4][5]

 Cambodia On 16 January 2023 15 Ukrainian deminers arrived in Cambodia to receive training in removing landmines. Cambodian demining experts will also travel to Poland to train Ukrainians.[24]
 Canada Prime Minister Stephen Harper approved military aid for Ukraine in April 2015.[25] Prime Minister Justin Trudeau approved military aid for Ukraine: (Conducted more than 600 courses[26] and trained more than 33,000 Ukrainian troops since September 2015 as part of Operation Unifier (extended until the end of March 2025)[27]). CAN $950,000 in additional funding to a Canadian government project to provide technical support to the Ukrainian Ministry of Defence announced on 23 August 2022.[28]

 Colombia On 23 May, Colombian Defense Minister Diego Molano Aponte announced that a team of 11 demining engineers of the National Army of Colombia will travel to an unspecified NATO country to train their Ukrainian counterparts on landmine removal.[38]
 Croatia

The Croatian Minister of Defence, Mario Banožić, approved military and humanitarian aid for Ukraine on 28 February 2022:

  • 124 million kn (€16.5 million) worth of lethal military equipment, including infantry weapons and protective equipment.[39][40]
  • At least 20,000 Zastava M70 assault rifles have been donated.[41]
  • 15 130mm M-46 (M-46H1 variant) field guns provided by Croatia by 13 August 2022.[42]
  • 16 November 2022: Croatian Ministry of Defence is planning to donate 14 Mi-8 helicopters (including Mi-8MTV-1 variants) to Ukraine.[43]
 Czech Republic The Czech Republic delivered the first batch of military aid to Ukraine already on 27 February 2022. It later also became the first country to send heavy military equipment in April 2022 (including 35 T-72 tanks from army's deep storage), and afterwards, again, the first country to send combat aircraft (4 modern Mil Mi-24V from Czech Air Force's operational stock).

As of beginning of April 2022, Czech Ministry of Defence approved donation of military equipment worth US$150 million from Czech Army stock or purchased by the Czech Government from private Czech companies.[44] Between February and August 2022, the Government also approved commercial sales and deliveries from Czech arms manufacturers worth CZK 47 billion (~ €2 billion), either through direct purchase by Ukraine or by other countries supporting Ukraine[45]

Historically, Russia had been trying to disrupt Czech deliveries of weapons to Ukraine, most prominently by the GRU's 2014 Vrbětice ammunition warehouses explosions.

Training

Before 24 February 2022

  • 1.200 Ukrainian soldiers at Vyšpoint Military Academy [cs] by combined Czech-British team of instructors (The British Military Advisory Training Team based in the Czech Republic), with particular focus on training of non-commissioned officers[46][47]

After 24 February 2022

  • Five-week training courses provided primarily by the 7th mechanized brigade [cs].
  • First rotation in December 2022: 700 - mechanized infantry; 40 - logistics; 10 - radiological, chemical & biological defense; 20 - army engineers specialists [48][49]

Financial aid

  • Financial aid pledged and provided between 2014 and 2022 worth €86 million as of 24 February 2022[96]
 France France was the largest arms exporter to Ukraine between 2014 and 2020 with over €1.6 billion worth of weapons provided.[97] Among them were: helicopters, reconnaissance drones, navy-related weapons and equipment, targeting systems, ammunition of various calibers and fire control systems.

The full extent of French military aid in the context of the 2022 Russian invasion of Ukraine is unknown as many specifics are neither shared by France nor Ukraine but include:

  • Defense equipment donated before the Russian invasion and pre-war training of Ukrainian troops.[98]
  • Additional delivery of defense equipment to the Ukrainian authorities announced on 26 February 2022[99][100]
  • Additional weapons to Ukraine announced on 13 April 2022, by the French Defense Minister.[101]
  • On 30 April 2022, President Macron pledged an increase in military support to Ukraine[102] and reiterated on 17 May 2022 that weapon deliveries would continue and would intensify in the days and weeks to come.[103][104]
  • Lecornu also added the supply of batteries of Exocet anti-ship missiles to help open gaps in the maritime blockade imposed by Russia and allow Ukraine to resume its exports of grain and raw materials, was among the further weapons deliveries being examined.[105][106]
  • French contribution to the European Peace Facility Fund (a €500 million contribution out of a total of €3 billion as of December 2022)[107][108]
  • On October 13, 2022, the creation of a French special military fund, totaling €200 million, was inked. It will allow Ukraine to purchase military equipment it desires from French defense contractors.[109][110]
  • On October 15, 2022, it was announced France would be training up to 2,000 Ukrainian soldiers on its soil. They will be assigned to French units for several weeks.[109][111]
  • On 4 January 2023, President Emmanuel Macron promised President Zelenskyy AMX-10 RC and ACMAT Bastion to Ukraine. This is the first time Ukraine has received “Western tanks” according to the French government.[112]
  • On 31 January 2023, it was announced France will also send 150 military personnel to Poland to train up to 600 Ukrainian troops per month.[113][114]

Intelligence, surveillance and reconnaissance support

24 August a $2.98bn package through the Foreign Military Sales process was announced for Ukraine to purchase military hardware from manufacturers, including:

  • In addition to private donations, numerous American states and local law enforcement agencies are donating surplus protective equipment through the Ukrainian American Coordinating Council and other organizations.[535]
  • "Blue/Yellow" charity in Lithuania, dedicated for supporting Ukraine, collected over €22.9 million (as of 30 March) from the citizens of Lithuania.[536][537]
    • On 30 May 2022 Lithuanian citizens raised €5 million for the crowdfunded purchase of a Bayraktar TB2 armed UAV for the Ukrainian military,[538][539] the drone was subsequently, given to Lithuania by Baykar Tech free of charge, with the €6 million collected used for aid.[208] It reached Ukraine on July 8, 2022.[540][541]
    • Lithuanian civilians also crowdfunded 7 Estonian made EOS C VTOl reconnaissance drones (two of which were crowdfunded in early May, with the other five being later purchased with the money collected from the TB2 crowdfunder),[208][542] 110 Lithuanian-made EDM4S Sky Wiper anti drone weapons,[543] 37 WB Electronics Warmates (including launch/control equipment and ammunition),[544] and 18 UJ-23 Topazs for the Ukrainian military.[208]
  • Citizens of the Czech Republic donated over CZK 4,25 billion ($171 million) as of 24 June 2022.[545]
    • 1 Bivoj system (3 reconnaissance/attack UAVs + mobile command center) was crowdfunded by Czech Republic citizens and delivered in July 2022.[23]
    • 15 MR2s Viktor (an Toyota Land Cruiser 70 with a 14.5mm ZU-2 cannon) crowfunded by Czech citizens (set to be delivered on February 2023).[546]
    • 1 T-72 Avenger (T-72 upgraded to 3rd gen tank) crowdfunded by citizens in Czech Republic and delivered in October 2022.[547][23][52]
  • By the 24th July 2022, a Polish crowdfunding campaign on the crowdfunding website Zrzutka raised over Zł 23,035,000 to purchase a Baykar Bayraktar TB2 for the Ukrainian military,[548][549] the drone was subsequently given to Poland by Baykar Tech free of charge, with the €5 million collected used for aid.[250]

Russian response

Russia has sent a diplomatic letter to the United States warning it not to supply Ukraine with any more weapons and that the United States and NATO aid of the "most sensitive" weapons to Ukraine were "adding fuel" and could bring "unpredictable consequences."[550]

Olga Skabeyeva said on state-owned Rossiya 1 TV: "It can safely be called World War Three. That's entirely for sure. [...] We're definitely fighting against NATO infrastructure, if not NATO itself. We need to recognise that."[551] She has further claimed that NATO is supplying Ukraine with "zillions of weapons".[552]

Russia banned members of the UK cabinet including then prime minister Boris Johnson and former PM Theresa May from visiting the country: "In essence, the British leadership is deliberately aggravating the situation around Ukraine, pumping the Kyiv regime with lethal weapons and coordinating similar efforts on the part of NATO."[553]

Russian aircraft have flown over the Baltic and Black Seas without flight plans or transponders or communicating with civilians or military air traffic controllers, and in some cases they have closely approached or slightly violated the airspace of other nations. NATO aircraft from Poland, Denmark, France, Italy, Spain, Romania and the United Kingdom, along with aircraft from non-NATO Sweden and Finland, have intercepted these Russian planes.[554][555][556][557]

Other responses

South Korea has initially declined to send any lethal aid such as the KM-SAM missile system citing its security situation.[558] It has since supplied Ukraine with Chiron MANPADS by routing through Czech Republic.[318]

Taiwan has kept mainly to humanitarian and financial aid.[559]

South Africa has maintained a neutral stance.[560]

Future military aid

In late March 2022, Ukrainian President Volodymyr Zelensky requested "1 percent" of NATO's planes and tanks.[561] Ukraine's requirements moved from defensive weapons which are hand-held such as NLAW, Stinger, Starstreak, Javelin and drones to heavier weapons such as artillery, tanks, and aircraft. Ukraine had been relying on Eastern European NATO members' old stockpiles of Soviet equipment, but the number of manufacturers of Soviet equipment in Eastern Europe is limited.[562]

Following pleas from Zelensky for countries to send heavier weapons and air defenses to aid in battling Russia, a meeting was held under the name "Ukraine Defense Consultative Group" on 26 April 2022 at Ramstein Air Base in Germany with defense ministers and chiefs of staff from more than 40 countries, led by United States Secretary of Defense Lloyd J. Austin III.[563][564][565] They were joined by Ukrainian Minister of Defense Oleksii Reznikov.[565] The meeting discussed "a steady flow of weapons and other military aid" to Ukraine.[566]

The coalition planned to continue meeting as a monthly "contact group" to address long-term support for Ukraine. In addition to European Union NATO countries, Ukraine, and the U.S., the coalition includes: Sweden, Finland, United Kingdom, Canada, Australia, New Zealand, South Korea, Japan, Morocco, Kenya, Liberia, Tunisia, Jordan, and Israel.[564] Their purpose is to work out ongoing aid to Ukraine, with an emphasis on providing "lethal aid" to help with the ongoing war. Austin said, "I'd like this whole group to leave today with a common, transparent understanding of Ukraine's near-term security requirements—because we're going to keep on moving heaven and earth to meet them."[565] According to Pentagon Press Secretary John F. Kirby: "A new phase, …I think [Austin] also wants to take a longer, larger view of the defense relationships that Ukraine will need to have going forward, when the war is over."[563]

Kirby said, "I don't think anybody can predict how long this is going to go on… The truth is… if Mr. Putin pulled his forces out and stopped this illegal invasion, and sat down in good faith with Mr. Zelensky, [the conflict] could be over now."[563] U.K. Prime Minister Boris Johnson estimates that this war will endure into 2023.[567] This follows U.S. and other NATO countries giving Western equipment to Ukraine.[568]

Russian comments about a desire to move onto Moldova, after occupying the Southern Ukraine coast and the Donbas, also threatens to expand the scope of the conflict.[569] Although Putin and Russian Foreign Minister Sergey Lavrov have characterized the conflict as a proxy war instigated by NATO, the U.S.-led Ukraine Defense Consultative Group reflects a broader coalition of countries.[564][570][571]

On 28 April 2022, US President Joe Biden asked Congress for an additional $33 billion to assist Ukraine, including $20 billion to provide weapons to Ukraine.[572] On 21 May 2022, the United States passed legislation providing $40 billion in new military and humanitarian foreign aid to Ukraine, marking a historically large commitment of funds.[573][574]
