As I was saying, Venezuela and Cambodia are not one-party states because their constitution do not officially grant the PSUV or People's Party a monopoly on power. They could better be described as dominant-party states. Belarus is also not a one-party state for the same reasons, but Belarus does not even have a dominant-party since Lukashenko is an independent and the National Assembly is also made up of mostly independents.
