Your source, an anthropology work from 1915, says nothing about the term being derived from Persian. It mentions the form 'Rum' as being echoed in two Persian texts: the Bundahisn and the Shahnameh. The former is a Zoroastrian text that was written down centuries after the Arab conquests of Iran. The latter was written in the 10th century, in Arabic alphabet. Pg. 437.
