The source indicates that Moe Berg was assigned to the Balkans desk in Washington DC and did not actually go to Yugoslavia or talk to Tito. By all accounts, it looks like he had a boring desk job. There is no indication that he influenced any decision on who to give aid to. The OSS recruited American Slavs to go on missions, but not Berg. At least according to Dawidoff's account which is the most thorough.
