I have restored the inhabited localities-related article where they were; as per WP:RUS. For romanization purposes, the origins of a name never matter; the process simply involves applying a documented set of rules to the existing Russian spelling. Also, if you are planning to do any more similar moves, please ask first or submit a move request. It's not at all fun to clean up after your moves. Welcome back. The former needs to be moved, and the latter is not an inhabited locality, so there is no expectation the name would be romanized using BGN/PCGN; the decision is made based on the sources.
