Sure thing!
Basically I want to expand a) potentially expand upon articles relating to decentralized network security and b) create an article for Eigenlayer, which is a new primitive in permissionless liquid restaking on Ethereum.
I'm unfamiliar with what would be accepted or not on Wikipedia for this topic; but A very large portion of the crypto industry would agree that liquid restaking is a page worth starting.

Do you work in this field or have some other personal connection to it? My most important suggestion would be to check out Wikipedia:Plain and simple conflict of interest guide for guidelines to help you figure out the boundaries you'd need to work within.
In general, it's great to expand existing articles with more information, and I'd encourage focusing your efforts there. My favorite way to start is to read the existing material carefully and add citations to reliable sources (see Wikipedia:Reliable sources), such as newspaper articles and books. Then, for each new sentence you add, include a citation to a reliable source.
Before starting to draft a new article, I'd encourage reading the "notability" guidelines related to cryptocurrency: Wikipedia:NCRYPTO and Wikipedia:Notability (cryptocurrencies). Basically, you'll need to find a substantial amount of material about your topic in "mainstream" reliable sources (not just industry sites like CoinDesk), such as articles in the Wall Street Journal. You can use the Article Wizard and start a draft in your user "sandbox" while you gather your sources.
Notability can be a tough bar to meet, including for specialized or newer topics in crypto, which is part of why I'd recommend expanding existing articles with details and even new sections, rather than trying to write new articles as a starting point.
