There are several difficulties I have with this draft. First the technical issues.

1: Please remove boldface font from the headings, per WP:MOS

2: All inline links should be removed, please, and turned into references if appropriate, Wikilinks, or external links in a section so named. See Wikipedia:External links

3: There are very few cases, even for an academic, where their works may act as their reference. Let me try to explain. If they manufactured vacuum cleaners, the cleaners would be their work. A vacuum cleaner could not be a reference for them, simply because it is the product they make. So it is with research, writings, etc. However, a review of their work by others tends to be a review of them and their methods, so is a reference, as is a peer reviewed paper a reference for their work. You may find WP:ACADEME of some use in seeing how Wikipedia and Academe differ hugely

Now, to the meat of the article. Put plain, there is none. This is just a curriculum vitae. Wikipedia is not here as a directory of academics, it records what multiple independent reliable sources have to say about a person, not what that person wishes to see or to have said. This renders the draft to be an advertisement, not an article.

Of the papers authored, the citation count of others citing those papers appears to me to be so low as to be trivial. @DGG: would you mind sanity checking that statement for me please?

This leads me to what I can see that may confer notability on him. The Vice Chancellorship. It appears that item 6 of WP:NPROF may be satisfied. For me, though, the advertising nature of the draft militates against acceptance, thus cancelling out the item 6 pf WP:NPROF for me
