State of calamity

Let me be clear that "state of emergency" has never been declared anywhere. A "state of emergency" can only declared by 1) the president w/ consent of Congress after a week, or 2) by Congress. A "state of calamity" can be declared by the local legislature (city council/provincial board) so that they can use the calamity fund. In this case, a "state of calamity" was declared in several areas, but never state of emergency. Those two are different legally. –HTD 03:40, 30 September 2011 (UTC)[reply]

The introduction is too long

Why should there be four big paragraphs in Nesat's introduction? Is it still an introduction? It should only contain one or two simple paragraphs. -- Meow 05:15, 15 October 2011 (UTC)[reply]
