"Although the Agreement is open to all states, currently the only ones to sign or ratify the Agreement are also States Parties to the Rome Statute of the International Criminal Court. Currently, 64 of the 114 States Parties are also party to the Agreement.[1]"

AFAIK, Ukraine ratified APIC, but not the Rome Statute. —Nightstallion 01:00, 16 March 2011 (UTC)[reply]
