Article clean-up

This article almost got deleted because it is currently poorly written. Here's what needs to be done to clean it up and bring it close to a B class article: 1) Infobox; 2) Picture; 3) A look at his policing tactics, in the wake of the 1981 Toronto bathhouse raids, 4)What his accomplishments were at the Liquor Control Board of Ontario. Some of this information is available free on the net, but most is either in pay for use archives, like the Toronto Star, or in paper or microfiche files at the Toronto Reference Library.
