The proposal can only be found on one person's website, and is therefore not notable, nor sufficiently verifiable to be a WP article. While there are some other references to be found, they are not to this scheme, but for a union covering the nations of a 'minimal' south Asia (i.e. as the term is usually understood), not all of southern Asia as with this scheme.
