Weak keep. The sources in the article might not show notability, but a Google search brings up a ton of results in Vietnamese media. Unfortunately, I do not speak Vietnamese so I cannot assess the reliability of those sources, but it's sufficient to presume multiple reliable secondary exist, thus fulfilling the notability criteria.
