שלום לכולם,

בשנה זו תסתיים כהונתם של ארבעה חברים בחבר הנאמנים, שנבחרו על־ידי הקהילה וארגונים שותפים [1]. חבר הנאמנים מזמין את התנועה כולה להשתתף בתהליך הבחירות של שנה זו, ולהצביע כדי למלא את מקומם של הפורשים.

ועדת הבחירות תפקח על התהליך בעזרתם של עובדי הקרן [2]. ועדת הניהול (Governance Committee) של חבר הנאמנים הקימה קבוצת עבודה לבחירות, הכוללת נאמנים שאינם יכולים להציג מועמדות בבחירות 2024 לנציגי הקהילה והארגונים השותפים. בקבוצת העבודה חברים דריוש ימלניאק, נטליה טימקיב, אסרא א־שאפעי, קתי קולינס ושני אבנשטיין סיגלוב [3]. משימתה של הקבוצה לפקח מטעם חבר הנאמנים על תהליך הבחירות ולהעביר מידע לחבר הנאמנים. פרטים נוספים על תפקידיהם של ועדת הבחירות, חבר הנאמנים וסגל העובדים אפשר לקרוא כאן [4].

להלן המועדים החשובים המתוכננים:

• מאי 2024: קול קורא להצגת מועמדות ולשאלות
• יוני 2024: הארגונים השותפים יצביעו לבחירת 12 מועמדים לרשימה המצומצמת (שלב הרשימה המצומצמת לא יתקיים אם רק 15 מועמדים או פחות יציגו את מועמדותם) [5]

• סוף אוגוסט/תחילת ספטמבר 2024: תקופת ההצבעה של הקהילה שתימשך שבועיים

בחירת בירוקרט חדש

היקף הפעילות כאן לא גדול כמו ויקיפדיה העברית ובכל זאת אפשר לשים לב שחשוב שיהיה כאן בירוקרט במשרה מלאה שכן משתמש:Rotemliss לא ערך כאן למעלה משנה ועל פי הנוהל היבש, אמורים להסיר לו את ההרשאות. במעלה הדף אפשר לראות שהיה כאן לראשונה מקרה הסרת הרשאות דחוף במיוחד שחיכה מחודש ינואר (!) שכן לא הצטבר רוב להסרת ההרשאות לפי הנוהל לבקשת ההסרה מדייל חיצוני במטא. חשוב לי לשמוע את דעתכם ולבדוק האם יש כאן מישהו שירצה לקחת עליו את התפקיד? דרך אגב, המצב הנתון הוא שיש כרגע מלבדו רק 2 מפעילי מערכת פעילים ואנצל את הדיון לשאול גם אם יש מי שירצה לקחת על עצמו להיות מפעיל מערכת. טל (רונאלדיניו המלך • שיחה) 23:14, 30 במאי 2024 (IDT)

תודה על העלאת הנושא החשוב ועל המשוב. להלן הערותיי בנושא:

• לצערי, הקהילה בוויקיספר קטנה וכרגע אינה פעילה ביותר (הפעילות עולה ויורדת לאורך השנים), וכך גם לגבי חלק ממפעילי המערכת כאן. אני סבור שהנושא החשוב ביותר הוא שכל אחד שיכול לתרום למיזם, יתרום לו – ושכל אחד שאמין מספיק להתמנות כמפעיל מערכת ולהילחם בהשחתות, ייקח על עצמו את התפקיד (ולכן, אני מצטרף לקריאתך להצעת מפעילי מערכת נוספים).
• אני בהחלט אשמח למנות ביורוקרט (או ביורוקרטית) חדשים – בתנאי כמובן שהם יזכו לאמון הקהילה, יהיו אמינים לחלוטין (עם עדיפות להוכחת אמינות במיזמים אחרים עם קהילה גדולה יותר, וכמובן, להעדר עבר בעייתי במיזמים אחרים), ויהיו מוכנים לקחת אחריות לאורך שנים. בהחלט יש עדיפות לביורוקרטים פעילים ומעורים בקהילה.
• ואולם, כל עוד לא יימצאו ביורוקרט (או ביורוקרטית) חדשים שעומדים בתנאים הנדרשים – בעיניי עדיף שאשאר בתפקיד הביורוקרט, כיוון שעיקר התפקיד (בקהילה קטנה כמו זו) הוא בכך שאוכל למנות מפעילי מערכת אמינים (וכן, במידת הצורך, להימנע ממינויים של מפעילי מערכת שאמינותם טרם הוכחה) שזוכים לקונצנזוס של הקהילה. זהו תפקיד בהיקף צר, אבל מהותי. בעיניי, מצב שבו יש ביורוקרט שאינו פעיל במיוחד אבל כן זמין למענה לפניות ולמינוי מפעילים (ואתייחס להלן לביקורת שנשמעה בנושא), עדיף על מצב כמו זה שקיים בוויקיחדשות, שבו אין ביורוקרט כלל (כבר שנים רבות) ולכן יש שם בפועל חסם למינוי מפעילים, שדורש הליך מורכב וממושך יותר.
• כל זה כפוף לקונצנזוס של הקהילה. אם יתגבש כאן קונצנזוס של קהילה משמעותית שלפיו ההרשאות שלי גורמות יותר נזק מתועלת, כמובן שאסיר אותן. אבל, כפי שהדגשתי, כל עוד לא נבחר ביורוקרט חדש שעומד בתנאים הנדרשים, אני סבור שפעילותי (גם אם היא מבוצעת by demand ולא באופן יזום) מועילה לקהילה ועדיפה על כך שלא אהיה כאן. אינני יכול ליצור קהילה או מפעילים, אבל אני כן יכול לעזור למי שפועל לעשות זאת.

בהתייחס לביקורות הספציפיות שנשמעו כאן:

• לגבי דיון הסרת ההרשאות שנפתח בינואר – הסרת הרשאות אינה נכללת בסמכות הביורוקרט, ולכן, לצערי, אין לי סמכות לעזור בה באופן מיידי או משמעותי, אף לא במקרים דחופים כמו זה. במקרה הספציפי שתואר כאן, אני הייתי כמובן מסיר מיידית את ההרשאות אילו זה היה בסמכותי (בהתחשב בבקשת המשתמשת ובנסיבות שאופפות את הנושא) – אך כיוון שאין לי סמכות לכך, וכיוון שמדובר במקרה בעייתי ורגיש, השתדלתי לטפל בו באופן דיסקרטי (טיפול שלצערי לא הצליח), ומעבר לכך לא היה לי שום יתרון בטיפול בנושא על פני משתמשים אחרים (ואכן, מקף לקח את היוזמה, פתח את ההצבעה במזנון, הגיש את הבקשה להסרת ההרשאות במטא וקידם אותה עד לביצועה בידי הדיילים, ועל כך אני מודה לו; מיותר לציין שהייתי גם מוסיף את הצבעתי בעד הסרת ההרשאות אילו הייתי מקבל הודעה או תיוג על ההצבעה בטרם סיומה). אכן קיוויתי לטפל בנושא הזה בעצמי מוקדם יותר בצורה דומה לפעולות שביצע מקף בסופו של דבר – אבל, לצערי, כיום אינני יכול להעמיד בעדיפות גבוהה נושאים שכל משתמש אחר יכול לבצעם (להבדיל מנושאים שבהם יש צורך שאשתמש בסמכות הביורוקרט, שלהם כן אתן עדיפות גבוהה), בפרט כשלא קיבלתי שום פנייה נוספת לגביהם.
• לגבי הטענות על אי-מענה לתיוגים – הטענות אינן ברורות. התיוגים היחידים שלהם "לא עניתי" היו מהימים האחרונים (אחד בדיון הסרת ההרשאות, שכאמור אינו בסמכותי וממילא טופל בידי הדיילים ביום שלאחר התיוג; ושניים בדיון הנוכחי, שלהם אני עונה כעת). (אני מדגיש שלגבי "תיוג" קודם בדיון הסרת ההרשאות, אכן פעלתי בנושא באופן דיסקרטי כפי שהיה ראוי בעיניי במקרה הזה בנסיבות שהיו אז (בפברואר) – ואני מוסיף שפעולה פומבית מצדי לא הייתה מוסיפה דבר, כיוון שאין לי שום סמכות מיוחדת בנושא הסרת הרשאות מפעיל.) אינני יכול להבטיח לענות לתיוגים (אם כי אני משתדל להיכנס ולהסתכל עליהם מפעם לפעם, ואם אראה תיוג שמופנה אליי, אשתדל לטפל בו; את התיוגים מהימים האחרונים טרם ראיתי עד עכשיו), והדרך הבטוחה לקבל מענה ממני היא מייל (ראו להלן).
• לגבי הטענות על אי-טיפול בהשחתות פוטנציאליות – זה אינו תפקיד הביורוקרט, אלא תפקיד מפעילי המערכת ומנטרים אחרים. לדאבוני אינני יכול לקחת על עצמי את האחריות לטיפול בהשחתות (למעט מקרים דחופים שמישהו מודיע לי עליהם במייל), אבל אשמח לסייע לכל מי שיכול לקחת על עצמו את הטיפול בנושא (כולל במתן הרשאות למי שעומד בתנאים ומקבל את אמון הקהילה).
• לגבי הטענות על העדר פעילות – אכן, צר לי על כך. בשלב הנוכחי אני עמוס מאוד ונאלץ לצמצם את פעילותי למקרים שבהם קיבלתי בקשות במייל שאני יכול לעזור בהן כביורוקרט. אשר למדיניות הגלובלית לגבי פעילות מפעילים שהוזכרה כאן, הרי אם אינני טועה, היא מדברת על אי-פעילות מוחלטת במשך שנתיים (בשונה מהמקרה שלי). בכל מקרה, אני מקווה להגדיל מחדש את מספר עריכותיי, אבל אני לא יכול להתחייב לכך בשלב הנוכחי. מה שאני כן יכול להתחייב אליו, הוא לטפל בנושאים שיובאו לתשומת לבי.

כאמור, הדרך העיקרית שבה אני יכול לעזור בשלב זה, היא אם אקבל פנייה למייל בנושא שדורש את התערבותי כביורוקרט (ובמיוחד, כמובן, מינוי מפעילי מערכת נוספים) או כמפעיל מערכת. לאורך כל השנים האחרונות, כל מי שפנה אליי יודע שתמיד השבתי לכל פנייה שקיבלתי במייל (תשובה מיידית במקרה של פניות דחופות מאוד, או תשובה תוך זמן סביר במקרה של פניות אחרות) ושטיפלתי בכל פנייה בצורה האחראית ביותר שיכולתי. גם בפניות בנושאים שאינם בסמכותי (כגון הסרת הרשאות), אני עדיין תמיד משתדל לעזור, לסייע ולהפנות לגורם הרלוונטי. אני מתחייב להמשיך לענות ולטפל (באופן אחראי ותוך זמן סביר) בכל נושא שיובא לתשומת לבי במייל ושנמצא בסמכותי כביורוקרט או כמפעיל מערכת.

לרגל חגיגות 20 שנה לויקיספר העברי להחלפת עיצוב העמוד הראשי, אני מבקש לשפר את עיצוב העמוד הראשי. כפי שכתבתי בהודעה שהשארתי בדף השיחה של רותם, אני מבקש לקבל הרשאות מפעיל מערכת ועורך ממשק לצורך ייבוא קוד JS ו-CSS רלוונטי. יש לי ניסיון רב ואני משתמש ותיק בויקיפדיה. טל (רונאלדיניו המלך • שיחה) 13:06, 5 ביוני 2024 (IDT)

תודה לך על רוח ההתנדבות שגילית ועל הרצון לתרום למיזם. יחד עם זאת, מצער אותי שבחרת להגיש בקשה למינוי (לקבלת שתי (!) הרשאות בו־זמנית) ישירות למטא ולא לקהילה (ויודגש שלפי ההנחיות המופיעות שם, חובתך לפתוח דיון כאן במזנון המקומי של ויקיספר לפני הכל – ומתפקידי כביורוקרט לטפל בבקשותיך; עוד מצער שגם לא עדכנת את הקהילה או אותי בבקשה הנפרדת שהגשת במטא, ושלי נודע על הבקשה במטא רק ממייל שקיבלתי מדייל), וכן מצער אותי שבחרת לשלוח לי שני מיילים והודעות רבות בדפי השיחה, וגם כאן במזנון ובעמודים רבים אחרים, בפרק זמן של פחות מ־15 שעות. לצערי, ההתרשמות שלי מהמהלכים שבחרת לעשות כאן בענייני הרשאות, מהקישור שבחרת לבצע ביניהם, ממה שנראה כניסיון לעקוף גם את הקהילה וגם אותי ולפנות ישירות לדיילים במטא, ומהתלהבות היתר שגילית בעניין זה, כולל הודעות ובקשות כפולות ומשולשות באותו נושא בהפרש זמן אפסי – אינה התרשמות חיובית. זו לא התנהגות מקובלת, וזו לא התנהגות שמובילה לקבלת הרשאות. יחד עם זאת, אני מעוניין לתת לך הזדמנות (ויודגש שלא בדקתי את התנהלותך בוויקיפדיה, אלא רק את הדברים שבחרת לבצע כאן), וכן אני לא מעוניין שייווצר חלילה רושם של נקמנות אישית מצדי, שכמובן אינו המצב (ויודגש, מבחינתי אין לי כל עניין אישי להמשיך להחזיק בהרשאותיי, אלא יש לי רק עניין לוודא שיהיה לפחות ביורוקרט אחד בוויקיספר שיסנן באופן אחראי, כמיטב היכולת, בקשות הרשאה). לפיכך, עניתי בהיקף נרחב וענייני לכל ההערות שנשמעו כלפי תפקודי האישי; ולגבי בקשותיך האישיות, הסברתי לעיל את הטעויות שעשית במקרה הזה, אבל אני מוכן לצאת כרגע מנקודת הנחה שאלה טעויות שלא יחזרו בעתיד, ולא התנהלות מכוונת. לכן, אם תתרום כאן בוויקיספר בצורה משמעותית וחיובית לאורך מספר חודשים לפחות, או אם תוכיח שקיבלת הרשאות דומות בפרויקט פעיל אחר ושהשתמשת בהן באופן חיובי ואמין לאורך זמן, או גם וגם – אציע שאז תעלה מחדש את הבקשה (אם ההרשאות יסייעו לך באופן קונקרטי ומתמשך באותו זמן), והקהילה ואני נבדוק אותה בעיון ונשקול אם היא תהיה נכונה אז. כרגע, לצערי, הבקשה שלך מוקדמת מדי.

לגבי בקשתך החדשה למינוי כביורוקרט: מטבע הדברים, כל מה שאמרתי לגבי שתי בקשותיך הקודמות למינוי כמפעיל מערכת וכעורך ממשק, חל ביתר שאת גם על בקשתך למינוי כביורוקרט (זהו התפקיד הרגיש ביותר ובעל פוטנציאל הנזק הגבוה ביותר באתר), במיוחד בהתחשב בתנאים למינוי ביורוקרטים שציינתי אותם בהודעתי הקודמת. לכן, הבקשה שלך למינוי כזה היא הרבה־הרבה יותר מדי מוקדמת.

לגבי פעולות ספציפיות, אתה מוזמן לבקש שינויים קונקרטיים וספציפיים לעמודים שמוגנים כרגע (במסגרת העמוד הראשי) ולסקריפטים ולסגנונות הרלוונטיים, ואם הם יהיו נכונים ולא תהיה התנגדות להם, אני או אחד המפעילים האחרים נבצע אותם בתוך זמן סביר.

אני פועל בויקיפדיה במשתמש שלי משנת 2008 ועוד קודם לכן כמשתמש לא רשום. באמתחתי היקף פעילות נרחב מאוד, כתבתי כמעט 300 ערכים, מחזיק בהרשאת מנטר וצופה ברשימת המעקב על בסיס יומיומי. ייחוס כוונות נסתרות להשגת הרשאות שלא כדין לא ראוי ולא מכובד. בדיוק כמו שכתבת, אתה שמחזיק בהרשאות ההנרחבות ביותר, שממנה כמעט את כל בעלי ההרשאות תחתיו, אמור להיות משתמש שמהווה אבן בסיס ודוגמה להתנהלות. למרות שאתה פעיל כמעט מידי יום בויקיפדיה, לא ערכת במיזם ויקיספר במשך כל השנה האחרונה בכלל וספציפית התוספת האחרונה שלך במרחב הספרים הייתה לפני 4 שנים (!) ולטעמי, בלשון המעטה, זה חוטא לתפקיד.

המצב הנתון כרגע הוא שעל אף הטון הבוטה, אני מוכן לקחת על עצמי לסייע בניטור השחתות ובקשת ההרשאות נבעה בכדי לאפשר לי בניטור שוטף ללא הטרחת בעלי תפקיד אחרים שכפי שכתבת לא זמינים בכל שעה.

העדיפות היא כמובן למינוי בירוקרט מתוך קהילת המפעילים הקיימת, וציינתי זאת בתגובה קודמת כך שאם יופיע משתמש אחר לבקשת ההרשאות אכבד את בקשתו.

Universal Code of Conduct revised enforcement guidelines vote results

The recent community-wide vote on the Universal Code of Conduct revised Enforcement Guidelines has been tallied and scrutinized. Thank you to everyone who participated.

After 3097 voters from 146 Wikimedia communities voted, the results are 76% in support of the Enforcement Guidelines, and 24% in opposition. Statistics for the vote are available. A more detailed summary of comments submitted during the vote will be published soon.

From here, the results and comments collected during this vote will be submitted to the Board of Trustees for their review. The current expectation is that the Board of Trustees review process will complete in March 2023. We will update you when their review process is completed.

Wikimedia Foundation Legal Department is organizing a feedback-cycle with community members to discuss updating the Wikimedia Terms of Use.

The Terms of Use (ToU) are the legal terms that govern the use of websites hosted by the Wikimedia Foundation. We will be gathering your feedback on a draft proposal from February through April. The draft will be translated into several languages, with written feedback accepted in any language.

This update comes in response to several things:

• Implementing the Universal Code of Conduct
• Updating project text to the Creative Commons BY-SA 4.0 license
• Proposal for better addressing undisclosed paid editing
• Bringing our terms in line with current and recently passed laws affecting the Foundation, including the European Digital Services Act

As part of the feedback cycle two office hours will be held, the first on March 2, the second on April 4.

The vote on the Enforcement Guidelines in January 2023 showed a majority approval of the Enforcement Guidelines. There were 369 comments received and a detailed summary of the comments will be published shortly. Just over three-thousand (3097) voters voted and 76% approved of the Enforcement Guidelines. As the support increased, this signifies to the Board that the current version has addressed some of the issues indicated during the last review in 2022. The Board of Trustees voted to ratify the Enforcement Guidelines. In 2024, the Elections Committee will oversee this selection process for the community-selected seats with expiring terms. This process will be supported by the Wikimedia Foundation.

Elections Committee members sign up for three-year terms and will be asked to sign a confidentiality agreement. Members can expect to contribute 2–5 hours per week before the selection process and 5–8 hours per week during the selection process.

As an Elections Committee member, you will be responsible for:

• Attending online meetings between now and the next election (mid-2024)
• Attending onboarding and online training in May–June 2023
• Working with the Committee to fulfill its other responsibilities

New members should have the following qualities:

• Fluency in English
• Responsiveness to email collaboration
• Knowledge of the movement and movement governance

End of the Movement Charter ratification methodology community review

Hello,

The Movement Charter Drafting Committee has concluded its first community review of the methodology draft, which will be used to ratify the Movement Charter in 2024.

This community review included [collection on Meta], on the Movement Strategy forum as well as two [hours] with communities and one conversation with the Committees of the Wikimedia projects. MCDC greatly appreciates everyone's input. The recording of the ratification methodology presentation is here and [can be accessed here]. The timeline of the next steps of the methodology is provided here.

The WMF support team will produce a report on the community input in May. MCDC will incorporate the feedback and share an updated version of the ratification methodology in August 2023. The MCDC will continue to outreach to stakeholders regarding the updated methodology in late 2023.

The Enforcement Guidelines require a Building Committee form to draft a charter that outlines procedures and details for a global committee to be called the Universal Code of Conduct Coordinating Committee (U4C). Over the past few months, the U4C Building Committee worked together as a group to discuss and draft the U4C charter. The U4C Building Committee welcomes feedback about the draft charter now through 22 September 2023. After that date, the U4C Building Committee will revise the charter as needed and a community vote will open shortly afterward.

Since I last came to you with this question, many things have changed. The skin is now the default on most Wikipedias, and all logos are done! We have also made some tweaks in the skin itself. Below is the text I've sent to you once, but I'm sending it again, just slightly edited, for those who haven't seen it.

It would become the default for all logged-out users, and also all logged-in users who currently use Vector legacy as a local (but not global) preference. Logged-in users can at any time switch to any other skin. No changes are expected for these skins.

About the skin

[Why is a change necessary] When the current default skin was created, it reflected the needs of the readers and editors as these were 14 years ago. Since then, new users have begun using the Internet and Wikimedia projects in different ways. The old Vector does not meet their needs.

[Objective] The objective for the Vector 2022 skin is to make the interface more welcoming and comfortable for readers and useful for advanced users. It introduces a series of changes that aim to improve problems new and existing readers and editors were having with the old skin. It draws inspiration from previous user requests, the Community Wishlist Surveys, and gadgets and scripts. The work helped our code follow the standards and improve all other skins. The PHP code in the other available skins has been reduced by 75%. The project has also focused on making it easier to support gadgets and use APIs.

[Changes in a nutshell] The skin introduces changes that improve readability and usability. The new skin does not remove any functionality currently available on the Vector skin.

• The limited width and pin-able menus allow to adjust the interface to the screen size, and focus on editing or reading. Logged-in and logged-out users may use a toggle button to keep the full width, though.
• The sticky header makes it easier to find tools that editors use often. It decreases scrolling to the top of the page by 16%.
• The new table of contents makes it easier to navigate to different sections. Readers and editors jump to different sections of the page 50% more than with the old table of contents. It also looks a bit different on talk pages.
• The new search bar is easier to find and makes it easier to find the correct search result from the list. This increased the amount of searches started by 30% on the tested wikis.
• The skin does not negatively affect pageviews, edit rates, or account creation. There is evidence of increases in pageviews and account creation across partner communities.

העלאת ספרים לויקיספר קיימים

שלום, לאחרונה יש סיפור ישן ומיושן של גברים שמעלים שוב ושוב ספרים. בייחוד בנושא דת. הספרים האלו מפורסמים באתרים און ליין עם זכויות יוצרים. לא נעשה עריכה או עבודה על הספר ומדובר בתעתוק מילה במילה של הספרים. הערך האחרון הינו סיבת הנישואין. החומר נלקח מילה במילה כולל עיצוב והכל מאתר הקול החמישי

זה סיפור כזה של גברים כזה שמשחקים אותה לא מבינים שאסור כאילו לעלות תוכן מסוג זה אל אתר ויקיספר. כבר מספר פעמים הפנתי שהמקום לעלות חומר מסוג זה הוא אתר ויקיטקסט בלבד וגם שם יש כל מיני התניות וחוקים.

Reusing references: Can we look over your shoulder?

The Technical Wishes team at Wikimedia Deutschland is planning to make reusing references easier. For our research, we are looking for wiki contributors willing to show us how they are interacting with references.

• The format will be a 1-hour video call, where you would share your screen. More information here.
• Interviews can be conducted in English, German or Dutch.
• Compensation is available.
• Sessions will be held in January and February.
• Sign up here if you are interested.
• Please note that we probably won’t be able to have sessions with everyone who is interested. Our UX researcher will try to create a good balance of wiki contributors, e.g. in terms of wiki experience, tech experience, editing preferences, gender, disability and more. I am writing to you today with two important pieces of information. First, the report of the comments from the Universal Code of Conduct Coordinating Committee (U4C) Charter ratification is now available. Secondly, the call for candidates for the U4C is open now through April 1, 2024.

The Universal Code of Conduct Coordinating Committee (U4C) is a global group dedicated to providing an equitable and consistent implementation of the UCoC. Community members are invited to submit their applications for the U4C. For more information and the responsibilities of the U4C, please review the U4C Charter.

Per the charter, there are 16 seats on the U4C: eight community-at-large seats and eight regional seats to ensure the U4C represents the diversity of the movement.
