The Frenchman Philippe-Jean Bunau-Varilla designed the first serious proposal for a Panamanian banner.

Bunau-Varilla's design is based on the Banner o the Unitit States, possibly on accoont o that kintra's haund in Panamanian unthirldom. Retainin the thirteen stripes, he chynged the white stripes tae yellae, emphasizin the Panamanian connection tae Colombie an Spain (whose banners baith prominently featur reid an yellae). Varilla replaced the starns in the blue canton wi twa interconnectit yellae suns; the suns represent North an Sooth Americae, an are connectit acause o Panama's poseetion connectin the twa continents.[3]

Bunau-Varilla's proposal wis rejectit bi the Panamanian revolutionary cooncil on the grunds that it wis designed bi a foreigner.

Maria Ossa de Amador Proposal

The Panamanian govrenment offeecially describit the banner in Law 15 o December 1949, as follaes: The Banner o the Republic consists thus o a dividit rectangle o fower quarters: the upper field close tae the pole white wi a blue starn o five points; the upper field further frae the pole, red; the lawer field near the pole, blue; an the lawer ane further frae the pole, white wi a red starn o five points.

This banner wis tae reflect the poleetical situation o the time. The blue wis intendit tae represent the Conservative Pairty an the reid tae represent the Leeberal Pairty. The white wis intendit tae staund for peace an purity; the blue starn staunds for the purity an honesty o the life o the kintra; the reid starn represents the authority an law in the kintra; an thegither the starns staund for the new republic.
