I can't find anything in the GMT manual (either in ''Copyright and Caveat Emptor!'' or Appendix C, ''Including GMT graphics into your documents'') which suggests that GMT output must be PD. Image Image:BlankMap-World-Subdivisions.PNG has a different purpose than Image:BlankMap-World-largest8-subdivisions.png, and displays a lot less clearly in thumbnail view, so it doesn't "supersede" the latter in any meaningful sense.
