Explicaré la parte FOP. Freedom of Panoroma (FOP en inglés abreviado) se refiere a una exención de derechos de autor que permite publicar fotografías y vídeos de material protegido por derechos de autor como aquel texto expositivo de Madrid. Keep. Artwork is in the public domain due to age. Text is blurry and not readable, so therefore de minimis. I am apt to assume good faith about the lack of EXIF. There is nothing suspicious I see about the Flickr account and there are no reverse image search hits on Tineye or Google Images for this picture. If for some reason the text is legible to someone else (maybe I would be able to mentally "fill in the gaps" more if the text was in my native language), a further blur in this area would solve the problem and allow us to retain an image which is clearly in scope (and in use). You seem to be keen to keep this image at all costs, but is it essential to the Wikimedia Commons? For example, an image showing the effects of strong gravitational forces, based on an image published in a paper by the 2020 Nobel Prize winner in Physics to explain the fact that the orbit of a celestial body orbiting near Sagittarius A*, considered by astrophysics to be a supermassive black hole at the centre of our galaxy, is distorted, would benefit the whole world It will benefit the whole world. This mediocre image of a river in Japan is not absolutely necessary for the whole world, as I took it while wandering around. While investigating a categorization clusterfuck created by Lieutcoluseng, I see they removed the {{PD-USGov}} license tag. Another editor restored that tag with zero regard for the fact that this is not a work of the U.S. government. It obviously runs afoul of COM:TOO, also. Since this was scraped from a webpage published in 2022, itself citing a 2021 newspaper article, it's impossible to verify if this meets any PD criteria related to the lack of a copyright notice. The uploader's contributions show evidence of possible other COM:TOO-questionable uploads and similar misuse of PD-USGov. Keep Their Wikipedia article says that their studio was nationalized, which I would assume included copyrights. Peeter Parikas fled to Sweden. I do not see that copyright were returned, perhaps someone more familiar with Estonian copyright can help out.
