User:Pi3.124, the message above, forwarded from the USGS, satisfies my concerns about the copyright status of this image.

I request withdrawal of my request for deletion for this image. According to Commons:Deletion_requests#Closing_discussions, I must not close this discussion because I created it. Therefore, I hope an administrator will close this discussion.

The copyright licence of this image is currently CC-BY-SA on Wikimedia Commons. I suggest that this should be changed to CC-PD as granted by the USGS.
