Apparent copyright violation per metadata. If we decode the mojibake in the metadata, we can see this is a work of Xinhua News Agency (新华社照片 ... 新华社发). Previous cases already reflected Wikimedia Commons' opinion on copyrights of Xinhua works and Article 5.2 of the Chinese copyright law: we don't consider press photos exempted of copyrights.
