He attended [[Spelthorne College|Ashford County Grammar School]] in [[Ashford, Surrey|Ashford]], [[Middlesex]], and studied at [[Ruskin College]] and [[Oriel College, Oxford]]. He was a Labour councillor on Staines UDC from 1971–41971 to 1974.
