Because, for example, [[Jeremy Hunt]] doesn't have one, there appears to be a rather arbitrary process for creating separate articles dedicated to the tenures of foreign secretaries. :It would depend on how much there is to write about, and if third parties report on it. I doubt there's an immediate need for a separate article, but that could well change.
