:: (answered after relisting) While I could live with a reverse merge, I don't think that the opposing argument makes much sense. These categories for ''people... in the United Kingdom'' are casually placed in parent categories named for ''British people'': {{Cl|Lists of people by place in the United Kingdom}} is currently in parents {{Cl|British people by locality}} and {{Cl|Lists of British people}}, and {{Cl|Lists of British people by location}} has {{Cl|Lists of people by city in the United Kingdom}} as a child. There are no children categories for these mysterious non-British UK people, except if you consider the ''English'' and ''Scottish'' categories as that, which is quite a stretch. This hypothetical difference between British and non-British people from the UK is not not present at the level of parent categories either. It does not exist for any other country, e.g. we don't have parallel trees for {{Cl|People in Qatar}} next to {{Cl|Qatari people}}, despite the well-known fact that ca. 90% of residents of Qatar are not Qatari nationals. I don't think it would be workable to try and have such a distinction in categories (it should be made clear in every article when possible though, of course).
