:Here is the problem. This is a photo of a piece of a copyrighted 2D artwork and any photo taken of a copyright artwork is a [[derivative work]] for which you need permission from the copyright owner, i.e., usually the artist. Even though you took a photo of it and you may want to release that photo into the public domain, the image is not entirely yours to do with as you wish due to the artwork being copyright. Such images need permission for both uses; the artwork and the photo. You indicate that you know the artist and they are willing to release the image into the public domain, so please have them follow the procedure found at [[WP:PERMISSION]] but make sure they understand such a realise means that anyone can use the image for anything including commercial usage. While you also mention "fair-use", which applies to images that are copyright, if you want to release your photo into the public domain you can do that but the artwork still needs to comply with all 10 [[WP:NFCC|fair-use criteria]] with a completed fair-use rationale if you don't get a [[freely licenced]] permission from the copyright holder.
