The name should be Tör Temür (兔力帖木兒), in which Tör means state, government or rule. The confusion is due to errors in chinese sources, the official 《明史》(History of Ming) actually contains the correct name, but some versions of 《明實錄》(Records of Ming, which is compilation of imperial annals) copied 兔 as 免. Since 明實錄 is used as the main material in the compilation of 明史, one may think that the 明實錄 version is correct.
