The fair use rationale is faulty. It says that the purpose of use in the article is "to serve as the primary means of visual identification at the top of the article dedicated to the work in question." However, the uploader hasn't explained in what way a match programme cover would be useful for anyone to identify a sports event. - Some people may identify the event by the two football clubs participating in the final and not necessarily by the date of the event. The image therefore provides a clear visual representation of the teams in question. It also provides a summary of the details of the event being an official match programme cover. It also appears to be quite customary for other Wikipedia articles of similar events to include the match programme cover as a means of visual identification for example: here, here and here, which if is the case would also violate the policy you mentioned and should be considered for deletion. - Comment - to my mind the use of a programme cover is equivalent to the use of something like File:Super Bowl XLIII logo.svg. - It is in football. The UEFA Champions League has an annual unveiling of the visual identity for that year's Champions League final, and since the match programme is the element of that visual identity that people will see more than anything else, it stands to reason that the programme should be used on Wikipedia as the primary visual identifier of a match. - delete Discussion of this file is moot since it has been replaced in the article by File:William McCormack (businessman).jpg, which is a cropped version of the same image. This picture was apparently taken for a story in the Feb. 9, 1953 issue of Life but was not published with the story (see here). I would presume that it was once included in the Google archive of Life images; I could not find it in the similar Getty Time/Life archive. I would assume that these do retain commercial value because (a) they are marked "For personal non-commercial use only", and (b) because they will sell you a framed print. - Speedy closed. You probably didn't notice it, but this image is linked by multiple pages, including File:Difference 60 x5.jpg, for which it's the source image. Think of this situation as comparable to pages that have been merged — {{Copied}} prohibits the deletion of a page the contents of which have been copied to another page, because it would break attribution, and deleting this image would likewise break attribution.
