Hiltermann is known for his pro-Palestinian activities, using different human rights frameworks and mechanisms. In addition to managing the ICG's Middle East campaigns, where his views are reflected in the organization's political stance, bias and employment practices, he has worked for Human Rights Watch and for Al Haq, a Palestinian NGO claiming to promote human rights, whose executive director was convicted for involvement in terrorism. <ref>{{Cite web|date=2017-10-23|title=Shawan Jabarin, former PFLP operative and current head of a Palestinian human rights NGO, recently submitted a report to the prosecutor of the ICC accusing Israel of “war crimes,” expecting the prosecutor to launch an investigation against Israel|url=https://www.terrorism-info.org.il/en/shawan-jabarin-former-pflp-operative-current-head-palestinian-human-rights-ngo-recently-submitted-report-prosecutor-icc-accusing-israel-war-crimes-expe/|access-date=2021-03-22|website=The Meir Amit Intelligence and Terrorism Information Center|language=en}}</ref> In an article published in Middle East Report, published by the radical MERIP organization, he describes his activism at Al Haq during the 1980s.<ref>{{Cite journal|last=Hiltermann|first=Joost|date=2000|title=Al-Haq: The First Twenty Years|url=https://www.jstor.org/stable/1520195|journal=Middle East Report|issue=214|pages=42–44|doi=10.2307/1520195|issn=0899-2851}}</ref> |
