It's false on all counts, USSR was a supranational entity (akin to EU), the successor state to Russian empire was Russian Democratic Republic and the leadership of Russian People's Republic was clear they were not the successor to Russian Democratic Republic. I don't know what the source says, but it was probably misred - culturally it might be accurate, but it's not legally accurate. undo
