First Museum claim is dubious

This article claims that the Captoline was the 'first museum in the world, understood as a place where art could be enjoyed by all and not only by the owners'. However, in 1671 the city of Basel decided to make the art collection of the Amerbach cabinet (the Kunstmuseum Basel) accessible to the public twice a week.
