General sanctions: Syrian Civil War and Islamic State of Iraq and the Levant

A community decision has authorised the use of general sanctions for pages related to the Syrian Civil War and the Islamic State of Iraq and the Levant. There is an RfC running at the moment asking if the moratorium should be lifted at the end of the RfC instead of waiting for 7 January 2015 (see talk:Islamic State of Iraq and the Levant‎#RfC: Three months moratorium on page moves).
