- I think you may have the user account name incorrect.
- This editor uses any different names on WP. If you are familiar with WP links you should have noticed the link was valid.
- You want to report that sort of behaviour at the Administrators' noticeboard/Incidents.
- ANI usually recommends not to bring this sort ofthing to them. They can'tbebothered to research it if they are part of his supportive crowd.
- You need to cite specific incidents to get action on a request there.

AIV deals mainly with obviously malicious edits that require no discussion; complex cases should usually be referred to other boards."

- As a courtesy, I have left a note at User talk:BullRangifer/IP comments#Vandalism complaint informing him/her of this discussion.
- I'm sorry you've not found WP:ANI helpful in the past. As for Hounding, etc., Wikipedia's rules make no distinction between new user accounts or anonymous editors on the one hand versus established editors on the other. An anonymous editor should be able to expect the same level of courtesy and fairness any user, including an administrator, gets, assuming they also work within our behavioural and content rules.
