wording of step six in "election" proceedure
Step 6 currently reads:
- Any unbanned editor who has made at least 150 mainspace edits by the first day of the calendar month before the election may vote.
Is "banned" being used in the context of Wikipedia:Banning policy, or is it referring to any blocked user?
