Nominator's rationale: This is a strange intersection. For one thing, I don't think any empire was ever truly democratic throughout its history. For instance, the French colonial empire (the only current entry in the category) began somewhere in the 16th-century, at a time when France was clearly not a democracy. Nominator's rationale: Merge and redirect, manually adding sort keys. This was originally "Years in sport by country" and was renamed as part of a batch nomination in 2019, which presumably overlooked that there was a similarly-named category already.
